Abstract: the article presents the results of a comparative analysis of modern foreign experience in the development of strategic partnership between the state and business related to the development of strategies for the development of territories, the formation of clusters, the mobilization ofprivate investment in the sphere of state responsibility. The choice of its achievements, which are expedient to use in the Russian practice, is carried out.
